What does publication mean?
It means that the document has achieved a certain level of quality, completeness, and consistency. It has been peer reviewed (at least once) and edited.
The objective of peer review is to distribute the work of writing a document and to perform most edits and corrections before it reaches an editor.
Who publishes the document?
The editor for the book is the person who publishes content.
When you think a document is ready for publication, tell the book's editor.
